Abstract
Six Project Managers from the Centers for Disease Control and Prevention (CDC) completed a survey that measured whether the implementation of Project Management best practices would enhance the overall successful completion of a project. The Resource Planning activity component of Capability Maturity Model® Integration (CMMI®), Project Management Institute (PMI®), Department of Health and Human Services Enterprise Performance Life Cycle (HHS EPLC), and Centers for Diseases Control and Prevention Unified Process (CDC UP) best practices were studied for this project. The research team analyzed the results of a Project Management survey conducted at CDC to determine ifthe creation of a Resource Plan, with inputs from a Standard WBS and Resource Leveling effort, when created within the framework of a formal Project Management methodology, would enable a project to be completed on time and on budget. The results of the survey showed that a formal Project Management best practice, which includes Resource Planning Loading, Leveling, and a Standard WBS, could enable a project to be completed on time and on budget. Project Mangers are aware of resource loading and leveling but do not use them on all projects. Implementation of these best practices requires management support and training at all levels within the organization.
