Abstract

In 1983, California passed Senate Bill 603, "Loans to Museums for Indefinite or Long Terms." With SB 603, California institutions have the opportunity to resolve many of their longstanding problems associated with long-term loans and unidentified objects. To determine which institutions are implementing SB 603 and how they are utilizing it, the author conducted a survey of California institutions. The survey was also used to ascertain why some institutions are not implementing the legislation. A second set of surveys was distributed to selected institutions in other states to learn how similar legislation is being employed. Telephone interviews were conducted with staff members who had indicated in the surveys that they had implemented loan legislation. The result of the interviews indicated that only three California institutions had actually implemented legislation to resolve problems with loans and unidentified objects. Lack of knowledge of, or familiarity with, SB 603 has precluded its widespread use by institutions in California. Based on the results of this study, procedures and guidelines are proposed for staff working in California museums, who could benefit from SB 603 and can begin to take advantage of the legislation.
