Abstract
This classroom based action research is centered around teaching English Language learners how to write. I worked with native Spanish speakers in my third grade bilingual classroom. Last year the California state law was modified by Proposition 189, mandating the transition of second language students into sheltered or mainstream English instruction within one year of arriving in the system, contrary to federal law. Oakland was granted an exception because of a court ordered Consent Decree to provide educational services to the bilingual population. I affirm the importance of primary language instruction in the development of literacy and consequent transference of skills in second language acquisition and the writing process. This project is focused around the Writing Standard that all students will write for different purposes. Within the parameters of this research I show where students place along a continuum from the beginning of the year until late spring.
