This thesis hopes to serve as a response for those individuals interested in public art programs involving changing exhibitions. Up to the present, there has been no context for these programs. The thesis attempts to set up a context by providing general information gleaned from a questionnaire survey, detailed information gained from case studies, and comments and analyses on the subject. The information revealed in the course of the studies and the questionnaire survey is meant to be use as a reference by staff members of existing programs and people interested in setting up new programs.
