Abstract

The purpose of this project is to develop a performance measurement tool, specifically for negotiating engineering change packages to utilize in forecasting, factfinding and improvement analysis. To accomplish the above listed purpose, the researcher will conduct a search of the available methods utilized by other entities relative to effective negotiation strategies and cost estimations. Additionally, a data collection instrument and survey will be utilized to gather objective, accurate data from user departments. A panel of experts will be chosen to review the project product. A comparison of actual versus budgeted costs will be calculated through a correlation analysis and represented mathematically and graphically in the project appendices. The project will then be submitted to management to indicate an expected operating at a loss condition and implement project study improvement techniques.
