Abstract

Emergencies and incidents are not limited to global disasters, financial collapses or terrorist events. In fact the potential for the most catastrophic national disaster resides each child as he/she sits in his/her individual classrooms at his/her respective school. Sweetwater Union School District (SUSD) is leading the effort to mitigate any further harm or destruction that could result from any number of manmade, natural, or terrorist related events by creating a comprehensive Emergency Management Plan for one oft heir schools. This school will be used as a model to implement similar Emergency Management Plans for all of its thirty schools that fall under the jurisdiction of the SUSD. SUSD has a multitude of unique characteristics that make it an ideal district to be used as a model for creating a universal Emergency Management Plan for U.S. schools. The objective of this research is to create, develop, implement, and maintain a universal School Incident Management Plan & Lifeline Education (SIMPLE) program for a school within the SUSD. The school and overall plan is designed to serve as a universal model for the SIMPLE program. Once the initial SIMPLE program is developed, it will be adopted by each school within the entire district with necessary modification based on the specific needs of each school. To efficiently and effectively create SIMPLE, a number of preexisting plans, models, and technologies will be identified and utilized to its utmost as the auspices in this project. The direct focus of this research will be limited in scope as the current purpose is to develop the SIMPLE program bal for a single specific school. The benefits accrued from the SIMPLE program will be so enormous that the program will be used as a model for a universal Emergency Management Plan for schools within the nation. It is assumed that this project will lead to limitless benefits.
