Abstract

On August 2001 the USDOT mandated training of personnel conducting drug screen collections on DOT workers in the areas of proper collection procedures, qualification training, and error-correction retraining for collectors committing an error that resulted in a cancelled test. This study demonstrated that collection error rates, already low, were reduced after mandatory training. It was also shown that collectors were less likely to repeat an error after undergoing mandatory error-correction retraining. Alcohol testing was shown to have fewer errors before the rule changes, but the same rate of errors after the rule changes when compared to drug screening. This study demonstrated that mandatory training and error-correction retraining of drug screen collectors, although not as extensive as the alcohol training program, is an effective step in reducing errors and increasing the integrity of the drug collection process.
