Abstract
Active shooter incidents are occurring on a regular basis in schools and other public areas. This research is being conducted to determine if the San Diego Unified School District (SDUSD) is adequately addressing safeguards to keep students, faculty and staff safe in the event of an active shooter incident. Examination of the school shootings at Columbine High School, Virginia Polytechnic Institute (Virginia Tech) and Sandy Hook Elementary School reveal what security measures and policies were in place during those incidents. The case study policies are being compared to SDUSD and sample schools policies within the SDUSD. Once the policy research is complete, all schools are being compared to the Department of Homeland Security’s (DHS) guidelines on response to an active shooter to measure the adequacy of the policies. After comprehensive analysis of case studies and current SDUSD policies as compared to DHS guidelines, this project concludes that SDUSD policy and procedures are able to mitigate the active shooter threat.
