Abstract
Sexual assault is an under reported crime within the United States, and has a low rate of suspect arrest compared to other violent crimes. Case attrition begins at the law enforcement level. This study took data from a large law enforcement agency within California’s central valley. A sample of 188 cases was reviewed using the law enforcement agency’s computer systems, and un-redacted police reports. This study focused on independent variables and if they were significant in predicting suspect arrest. Logistic regression analysis showed witness corroboration and a suspect’s prior history were significant predictors of suspect arrest. A delay in reporting and forensic evidence being available was less likely to lead to a suspect arrest. Recommendations on policy, procedures, and training were suggested as solutions to organizational problems cited within the study. Rape kit processing and case management was discussed to help prevent rape kit back logs within the law enforcement agency studied.
