dc.description.abstractThe proliferation of portable recording devices has created new and evolving legal issues pertaining to a citizen’s right to record officers on duty. Legislation and court decisions have begun to develop rapidly in response to this technological advancement. From both a liability and a public relations standpoint, it is vital for agencies to educate their officers on what is and is not a lawful police action in such encounters. Though research exists regarding these concerns, law enforcement officers generally do not possess the time, training, or knowledge to adequately research and assess all the implications of operating and installing body cameras. Rural law enforcement agencies are especially at risk due to their limited budget and personnel. The purpose of this study was to find out as much information as possible about body cameras, and consolidate it into a comprehensible profile that could then be easily passed on to rural law enforcement agencies. From this data, an investigative aid was created that not only minimized the amount of research time required by officers, but also assisted rural law enforcement agencies in determining whether the implementation of a body camera program was appropriate for their agency.
