Abstract

Noise pollution is defined as unwanted sound. The health effects that interfere with the quality of our lives, are no less important than health effects from other forms of pollution, i.e. air and water. The following health effects of noise will be discussed at length: 1) Noise Induced Hearing Loss NIHL, 2) Physical and mental reactions to noise, 3)Sleep deprivation. Unlike other forms of pollution noise pollution has not received much attention since the early seventies. A detailed discussion of the regulatory environment of noise pollution includes the both the Federal and State regulations, and the local ordinances of the individual cities. Only the incorporated cities of Chula Vista, Del Mar, El Cajon, Imperial Beach. La Mesa and Lemon Grove were included in this study. Testing of local traffic during non rush hour and rush hour times was completed in each of the above cities. Testing was accomplished with a MSHA certified A-weighted sound level to ascertain if the cities were in compliance with their own noise ordinances. None of the traffic sound levels measured suggested that residential noise was in the compliance range for that given period of time. Recommendations were made for all of us to play an active role in addressing noise pollution concerns.
