Abstract
Because of the volatile nature of government spending, the Laboratory is currently facing immense budget cuts and restrictions. The laboratory now more than ever must find ways to reduce costs; thus, it is vitally important for Procurement to identify strategic opportunities for procurement cost savings. Procurement's mission is to effectively and efficiently provide procurement services and solutions while sustaining the highest level of stewardship. Therefore, in the current state and situation, it is not achieving the mission because its focus is primarily a tactical and reactive approach to buying. In order to achieve much higher necessary cost savings for the Laboratory, Procurement must create a welldefined Strategic Sourcing plan aligned with other similar federal and University of California (UC) agencies, and benchmarked against industry best practices.
