Abstract
This report represents the findings from a survey of 13 Resident Councils within nursing homes located in Alameda County, California. Resident Councils are required by California law to offer a form of self-government to the patients of the 85 facilities in this area. In compiling the data, Council meetings were observed directly, key personnel were interviewed, and written minutes of previous meetings were content-analyzed. It was found that many residents lack the mental acuity to participate in this form of the democratic process but that the meetings can still be useful in allowing alert residents a modicum of choice in their daily affairs. Several measures are suggested for improving the effectiveness of Councils in the areas of gathering and implementing residents' input.
