Abstract
The purpose of this case study is to analyze the Municipality of Lima, especially the influence of its organizational structure on the inefficient management of Waste in the city. The paper presents a comparison of the governmental structure of Peru with the governmental structure of the US to understand the complexity of the problem, as well as, the description of the mission and vision of the municipality and the services provided to the public. Also, the paper provides three possible solutions to overcome the organizational issue which is the inefficient management of waste in the city. The first approach is working on improving the existing organizational system implemented by the municipality of Lima. The second approach is creating a mixed enterprise, a public/private joint enterprise and operation of the waste management. And the third approach is the privatization of tae management and waste collection unit. However, the paper discards the first two approaches providing the reasons in order to focus on the third approach which is the most viable solution in the long run. Consequently, the paper describes the procedures to solve the organizational issue by introducing the strategic business model of the private business.
