Abstract
The government offers incentives for the self-sustenance of energy production by its citizens. This research paper looks at the available incentives for the years 2006 through 2010. A background study of previous acts in renewable energy compares installed residential SPV against federal goals to measure if incentives are effective. A comparative analysis of the incentives applied in San Diego will be studied to determine system cost, ownership and operation. A Life Cycle Cost Analysis will determine if the incentives applied played any significant role in the success of the installation and whether other consumers would follow suit given the results of the LCCA.
