Abstract

Port Resilience Operational/Tactical Enforcement to Combat Terrorism (PROTECT) is a randomized scheduling tool being evaluated by the U.S. Coast Guard in the Ports of Boston, New York, and Los Angeles-Long Beach. The team examined PROTECT, to determine if it is an effective U.S. Coast Guard program to perform the Maritime Critical Infrastructure and Key Resource patrols under the Ports, Waterways, and Coastal Security mission in the areas of Cost Effectiveness, Risk Management, and Perceptions. Through the research, we were unable to determine if PROTECT is more cost effective than current programs being used. However, an examination of risk and perceptions of experts, Coast Guard professionals, and the general public depicts PROTECT as being an effective security program.
