Abstract
This paper will examine the historical context of educational reforms and teacher collaboration, or lack of collaboration. While the term collaboration has many meanings, for the purposes of this paper collaboration is when two or more people engage in an activity with shared goals and shared processes. Their shared work is based on interdependence and mutual benefit. This paper will examine educational reforms that call for teacher collaboration and the factors that persuade or dissuade such collaborative efforts based mainly on curriculum and instruction standards. It will consider possible successful outcomes of teacher collaboration and structures that must be in place before educational reform can take place. This paper will conclude with specific recommendations to foster teacher collaboration in the hope of creating additional opportunities for improving learning, teaching, and successful implementation of educational reforms.
