Abstract
The goal of this project is to analyze the potential for the threat to safety and security from free access to U. S. highways by non-U. S. motor carriers. The most significant threat may be Mexican owned and operated trucks that are allowed free and full access. The potential hazards may be mitigated by regulatory requirements for technology incorporation, improved enforcement efforts, and non-governmental influence through economic means. Through these efforts more qualified drivers and safer trucks may be allowed into the U.S. Economic, safety, and security risk factors may be most positively affected by shifting the bulk of cross border shipping to the rail based intermodal transportation of trailers and containers, significantly reducing the demand for Mexican trucks to operate in the United States.
